What is Form S under Tamil Nadu Shops and Establishment Act?
Form S captures employee and working hours details. The Tamil Nadu Shops and Establishment Act requires you to maintain a record of the daily hours of work done by your employees. The details required in Form S are mentioned below:
- Name of the Employee
- Gender of the Employee
- Father / Husband’s Name
- Designation
- Employee Number or Employee ID
- Date of Entry into Service
- Adult / Adolescent / Child (i.e. Description of Employee)
- Shift Number
- Daily Periods of Work: Time of commencement of work, Rest Interval, and Time when work ends
- Weekly Holiday
- Class of workers
- Maximum Rate of Wages
- Minimum Rate of Wages

Form S field description
Name of the Employee (as maintained in Employer’s Record)
Mention the full name of the employee i.e. First Name, Middle Name, and Last Name, as maintained in the records for your organization.
Gender of the Employee
Mention the Gender of the employee i.e. Male or Female, as maintained in the records for your organization.
Father / Husband’s Name
For Female Married employees, mention the Name of the Husband, and for the other cases please mention the Employee’s Father’s Name.
Designation
Please mention here the assigned Designation of the employee. It is important that all full-time employees in your organization have a designation assigned pertaining to the work being done by them.
Employee Number or Employee ID
All employees in the company must have a unique Employee ID assigned to them. It is advisable not to repeat the employee ID, even if the old employee quits the company and a replacement employee is being hired.
Date of Entry into Service
This refers to the start date of the employment for the employee in your company. Please ensure that this date matches with the internal HR records maintained for your organization.
Adult / Adolescent / Child (i.e. Description of Employee)
The description of the employee is done basis his/her age. According to the Factories Act 1948, a person who has completed his/her fifteen years of age, but has not completed his/her eighteen years, is known as an ‘adolescent’. Anyone who is aged more than 18 years gets classified as an Adult.
Shift Number
Mention the Shift Number that has been assigned to the employee. You may maintain the nomenclature for your shifts basis the working hours for that particular shift.
Daily Periods of Work: Time of commencement of work, Rest Interval, and Time when work ends
Please mention here the daily time stamps of when the employee starts work and when the work gets over. Also, you need to record if there are any rest intervals in between.
Weekly Holiday
Please mention here the weekly holidays given to the Employee.
Class of workers
Please mention here the class of workers as defined by the Labour Laws.
Maximum Rate of Wages
Depending upon the class of workers, and for that employee, please mention here the maximum wage rate.
Minimum Rate of Wages
Depending upon the class of workers, and for that employee, please mention here the minimum wage rate.
What are the working hours for the Government Employees in Tamil Nadu?
As a reference point, you may want to check the working hours of government employees in the state of Tamil Nadu. As per para 510 of the Office Manual for Tamil Nadu Secretariat, the usual office hours start from 10:00 A.M. and end at 5:45 P.M. Additionally, the Staff working under each Under Secretary must sign the attendance register that is maintained in the Office of Under Secretary as per para 520.
